Homeless Citizens Reentry Initiative (HCRI)

The Homeless Citizens Reentry Initiative (HCRI) is Our Partnership With the City of Knoxville in Our Effort to Impact Homelessness. This Program Provides a Variety of Housing Services Including Case  Management for Men, Women and Youth Who Have Barriers to Homelessness and Are by HUD Standards, Homeless.  

Our Homeless Effort is Concentrated on “Street Out-Reach.”  These include Youth Who Have Aged Out of Foster Care, Who May or Not Be a Member of the LGBTQ Community; Ex-Offenders; First Time Homeless Living in Their Cars, With Family Members and/or Friends in “Overcrowded Conditions. 

This Population Does Not Stay in Traditional Shelters. and Represent the Fastest Growing Homeless Population Representing 17% of the Knoxville’s Homeless . 

These Persons  Often Go Unnoticed as “Invisible or Hidden Shadows.”
